A new statewide initiative to promote energy conservation and reduce home heating bills was unveiled in Harrisburg by State Treasurer Robert P. Casey, Jr. Under Casey’s plan, the Treasury Department will invest up to $20 million to help homeowners throughout Pennsylvania borrow money at low interest rates to purchase energy efficient heating systems and to make other ENERGY STAR improvements to their homes that will conserve energy and reduce heating and cooling costs.
This program helps families gain control of their energy costs in the face of skyrocketing fuel bills,” Casey said. “It’s a phenomenal opportunity for middle class homeowners who want to reduce their fuel costs, but who are unable to get a home equity loan or charge a $5,000 furnace on a high-interest credit card.”
The Keystone Home Energy Loan Program (HELP), available to consumers only for work performed by Approved Contractor/Dealers, is fast and simple, preferred rate financing with special low rates for ENERGYSTAR® and other qualifying improvements exclusively for Pennsylvania homeowners.

Who Is Eligible?
All Pennsylvania homeowners making qualifying improvements to their one to two unit owner occupied primary residence or second home are eligible to apply. No minimum or maximum income required. Keystone HELP Energy Loans are unsecured loans from $1000 to $10,000. There is no lien filed on your property. There are no fees or closing costs - Fast Approval and Simple Paperwork!
Only Approved Contractor/Dealers who meet AFC First's and Fannie Mae's standards may perform the work.
